CASE STUDY: Department of Education, Employment and Training (Victoria)

From July 1998 to January 1999, APT Strategies successfully completed a 5 stage research and strategic consultancy for OTFE and the Department of Education, Employment and Training (Victoria). A complete copy of the reports are available at http://www.aptstrategies.com.au/otfe

In this project, OTFE had identified a requirement to better their understanding on how to successfully market VET services and to attract overseas students using the Internet. To meet this requirement, APT Strategies produced 5 research reports, with several research stages being conducted simultaneously.

The project involved the following research stages:

Stage One:
Desktop research of over 100 education providers around the world.
Stage Two:
An online questionnaire which 1500 respondents completed.
Stage Three:
Indepth telephone interviews with 50 key decision makers within VET Providers client groups.

The analysis stages combined the research results with the commercial experience of the APT Strategies Team to:

Stage Four:
Develop and document the Internet business models for VET.
Stage Five:
Document the Successful Guide to Internet Marketing for VET launched by the Minister of Education

Project Management

During the OTFE project, APT Strategies liaised closely with stakeholder  organisations and a range of project managers including OTFE's project manager. There were six (6) briefings with stakeholders including ANTA to ensure that the research objectives and questionnaires as well as report templates were developed within the framework of A Bridge to the Future Australia's National Strategy for Vocational Education and Training 1998 - 2003

APT Strategies developed the website at http://www.aptstrategies.com.au/otfe which was constantly updated so that stakeholders throughout Australia could view the status and final reports that were published online.

Strategic Business Planning Experience

Stage Four of the OTFE project involved a report that detailed supplementary and alternative revenue models as well as the short and long term strategic marketing and branding directions for OTFE and VET. The report followed several strategic review sessions with stakeholders involved with VET.

Several thousand copies of the Stage Five report, 'Successful Guide to Internet Marketing for VET', were printed and sent to the VET providers.

'Successful Guide to Internet Marketing for VET' integrated the first 3 stages of research and focused on strategies and recommendations. A high level strategic document, it also focused on implementation and how to practices. The Honourable Minister Phil Honeywood launched the report in 1999.

As the Internet is one of the driving forces in A Bridge to the Future Australia's National Strategy for Vocational Education and Training 1998 - 2003, APT Strategies can conduct the research and deliver the report requested in this tender with a thorough understanding of the application of technology with VET.

In this research project, APT Strategies completed multiple research stages at the same time to ensure timely delivery of the entire project. The project involved simultaneous desk research, field research - including online surveys and offline indepth interviews - whilst maintaining a strategic overview for the preparation of the final stage reports.

During this six month period, APT Strategies' project manager held weekly work in progress meetings and telephone conferences with various members of DEET and OTFE, including six half day strategy debriefings. This involved understanding the objectives of various stakeholders from both Federal and State bodies, VET providers - including those from urban, regional and rural areas.
